CAMPO is
working with the public and regional partners to develop a
growth concept that will help coordinate future
transportation and land use planning in the region. This
2035 Growth Concept will bridge the gap between to
day's
reality and tomorrow's vision, by encouraging CAMPO and
our regional partners to work together to move our region
in the right direction.
The Challenge.
If current
population growth and land use trends continue, CAMPO
forecasts that in 2030 congestion in the region will be worse
than it is today, even after spending an anticipated $23
billion on roadway and transit improvements and
operations. In addition, overall quality of life may
decline due to the over development of sensitive environmental
areas and rural land, a lack of housing options, longer
commute times, and other factors. The 2035 Regional Growth Concept
will help to preserve regional quality of life in the face
of continued high growth rates.
CAMPO Transportation Policy Board Direction.
When they adopted the CAMPO Mobility 2030 Plan in
June 2005, the CAMPO Transportation Policy Board directed
staff to explore alternative future growth patterns in
2035 that would improve transportation and regional
quality of life and would integrate the information from
the Envision Central Texas (ECT) scenario planning
effort. The ECT preferred development pattern focuses
future population growth in walkable activity centers
within existing communities and distributes employment
growth more evenly throughout the region. The ECT study
findings, as well as many national studies, have
demonstrated that this type of focused development pattern
can reduce the negative impacts of development, increase the
efficiency of the transportation system, and shorten
commute times. The 2035 Regional Growth Concept will look at ways
of encouraging the development of future "activity
centers" where they make sense for our region.
Developing a 2035 Regional Growth Concept.
The 2035 Regional Growth Concept will
incorporate parts of the Envision Central Texas vision
while reflecting adopted local plans and values. The
CAMPO Technical Advisory Committee appointed a Growth
Subcommittee consisting of experts from the public
and private sectors, and CAMPO has been meeting regularly
with this group to get feedback and input into this
process. In May 2006, CAMPO solicited ideas and comments
from city and county planning staff on local plans for
growth through a series of round table meetings held
throughout the 5-county region. In early September we
solicited feedback from the public and other stakeholders on
a draft Regional Growth Concept through workshops and a survey.
The May 2007 revised draft CAMPO Regional Growth Concept incorporates the public
input that has been received. Over the next several months we will present the revised
draft to the CAMPO Technical Advisory Committee and CAMPO Transportation Policy
Board for their review. Once the Transportation Policy Board endoreses the concept, we will
ask local jurisdictions, transportation service providers and others throughout the region to join
us in implementing the concept.
